Requests are now being solicited for
Mini-Grant funds of up to $10,000 from the 2009-2010 Business Education/Industry
Collaborative grant.
The grant award specified in this Request
for Application (RFA) is for the Business/Industry Collaborative for
the 2009-2010 academic year. The funding source is VTEA Title 1B State
Leadership Funds. Mini-Grant awards are available in amounts up
to $10,000. All projects must involve the business community and
when appropriate, secondary education. However, this year’s
grant objectives include a research project to create data for a Master
Plan and the identification of business related student organizations
active at system institutions.
Eligible Applicants
Faculty from the 110 institutions in
the California Community College System, companies with business training
expertise, independent contractors with desired expertise.
Application Submittal Process
Electronic Mini-Grant Applications should
be sent to Iliana Marin at: imarin@coastline.edu by 5:00 p.m., Friday, November
20, 2009. One hardcopy
of Mini-Grant Application Packets with original signatures in blue
ink on the Face Sheet and Budget Sheet must be received by 5:00
p.m. Wednesday, November
20, 2009. Successful grant recipients
will be notified by
December 10, 2009.

Application Selection Process
Log on to http://www.calbusinessed.org to access the Mini-Grant
2009-10 RFA and application packet. The application packet has the following parts:
Specifications and Instructions, Face Sheet, Narrative, Workplan, and
Budget Sheet. The applications are limited to a maximum of four
pages. Face Sheet and Budget pages do not count against
the four-page limit.
Application Components
Part 1
– Narrative (Maximum of two pages): Complete the following
three sections:
(Use Part 1 -- Mini-Grant Narrative Form)
A) Goals to be Addressed;
B) Project Description and Need; and
C) Project Impact and Outcomes.
Part 2
– Workplan (Maximum of two pages):
(Use
Part 2 -- Mini-Grant Workplan Form)
List
the activities, performance outcomes, timelines, and specify how success
will be measured.
Part 3 - Budget Sheet:
(Use Part 3 – Mini-Grant
Budget Form)
Complete the hard copy of the Budget
Sheet with original signatures of the Project Director, Dean,
and Chief Budget Officer in blue ink. No signatures are required
on the electronic copies of the Budget Sheet; only their typed names
are required.
The Requests for Application for Mini-Grants
are one of the ways that BESAC solicits creative new curriculum and
professional development projects to share with our faculty statewide.
Both faculty and business may submit proposals. An extensive form has
been completed that is based on what we have learned in prior years.
The RFAs will be available on the http://www.calbusinessed.org/ web site and distributed via e-mail on October
19, 2009. The RFAs and are due back completed by November 20,
2009. The applications will be read by a group of Advisory Committee
members who are from institutions or organizations which are not submitting
proposals and for whom it has been established that there is no conflict
of interest. The judging criteria will be set well in advance and approved
by the Advisory Committee as a whole.

BIC Grant Objectives
The primary objectives of the Statewide Discipline/Industry Collaborative
for the Business/CIS Education Mini-Grants are to (1)
develop new and/or revised curriculum (2) provide staff development
opportunities (3) promote student activities (4) develop a three
year strategic plan and (5) have a statewide impact on Business and
CIS Education. Therefore, Mini-Grants should follow the same objectives.
Priority Projects for 2009-2010
Examples of projects include, but are
not limited to:
Developing student leadership
opportunities
Conducting a statewide survey
on business/CIS related clubs in the state system
Developing new teaching/learning
techniques for either or both online and face-to-face class design and
delivery
Developing new or revising
courses and/or programs including course content, course outlines, course
syllabi, and/or certificate program requirements. Please be sure
to include TOPs codes for all new or revised coursework as a result
of the project
Developing instructional techniques
for onsite and online classes emphasizing SCANS competencies and their
academic integration
Developing effective collaborative
approaches to the delivery of state-of-the-art instruction
Developing strategies and
implementation methodologies to offer relevant learning experiences
Developing instructional methods
focused on diverse student populations
Developing effective assessment
strategies for measuring student outcomes based on VTEA Core Indicators,
and/or
Planning and implementing
professional development activities
Successful Applicants are Expected to:
Complete a quarterly progress
report to be submitted to the Mini-Grant Monitor. Upon completion
of Mini-Grant Projects, each Mini-Grant Project Director will submit
a Final Evaluation Report, including:
A completed and signed Data
Summary Form (two pages)
A completed and signed Final
Report of Expenditures by Object Code
A narrative report that includes
a project summary and recaps outcomes, both expected and unexpected.
In addition, describe lessons learned; project successes; and project
barriers. If applicable, describe how this Mini-Grant Project
could be replicated to benefit or impact other community colleges regionally
or statewide. Include any recommendations for successful implementation.
The format for this narrative will be provided with the award letter
upon approval. A list of all who participated in the grant including
working committees, conference attendees, presentations, surveys, advisory
committees, faculty, and businesses partners. Please include the
business name or college, gender, and ethnicity, and or business partners
and faculty. In addition, please list TOPs codes for faculty as
required by VTEA 1B State Leadership grant guidelines
Summarize the major ways in
which your project used MIS Core Indicator data analysis (or other pertinent
supplemental research) in the initial planning stages to identify vocational
program areas that needed improvement and were not meeting state-negotiated
levels of performance. (Include 4 or 6-digit TOP codes, special
population group performances that needed improvement, and which of
the four core indicators were targeted, as appropriate. Describe
the major strategies, methods and activities implemented during the
project and the expectations for how these activities would improve
future Perkins IV Core Indicator report results
Report on efforts designed
to enable special populations' students to meet state-adjusted levels
of performance, include test results, if applicable. Special
population categories include: a) individuals with disabilities, b)
economically disadvantaged students, c) individuals preparing for non-traditional
employment, d) single parents/single pregnant women, e) displaced home-makers,
f) individuals with limited English proficiency, and g) academically
disadvantaged students
Identify barriers, services
and instructional programs that influence access and success of students
who are members of special populations. For each special
populations group selected, identify: the barrier(s); the strategy(ies)
for addressing the barrier(s); and the expected student outcomes
Explain and disseminate Mini-Grant
project deliverables at the annual Business/CIS Conference, April 29
– May 1, 2010, in Costa Mesa, California using budgeted travel
funds from the awarded Mini-Grant
Identify at least ten resources
for the discipline addressed to be added to the Resources document on
the http://www.calbusinessed.org website. A copy of the Resources document
is now available on that website for your perusal
Cite at least ten best practices
for the discipline addressed to be added to the Best Practices document
on the http://www.calbusinessed.org website. A copy of the Best Practices
document is now available on that website for your perusal
Attend the April meeting
of the Business/CIS Education Statewide Advisory Committee (BESAC) in-person
or through videoconferencing to report on your project results
Establish a minimum
of five active business partnerships in the work of the project
Establish a minimum
of five secondary faculty partnerships in the work of the project
Consider creating a 2-hour
statewide videoconferenced webinar with your business partnerships’
involvement. If your proposal is accepted, additional funds will
be available for providing this webinar.
All Mini-Grant Final Evaluation Reports must be digitally submitted
by Friday, May 14, 2010, to Iliana Marin at imarin@coastline.edu. One copy of the Mini-Grant Final Evaluation
Reports with original signatures in blue ink where indicated
must be received in hard copy by 5:00 p.m. Friday, May 14, 2010.
Funds will be distributed upon receipt of the deliverables and Final
Evaluation Report. If you would like to receive partial funding upon
completion of deliverables, please write that in to your proposal.

Ownership of Materials Produced
Under Grant
The State Systems Office shall own,
exclusively and in perpetuity, the full rights to any and all materials
produced by participants, grantees, members and/or recipients participating
in the Statewide Discipline/Industry Collaborative for Business/CIS
Education Mini-Grant program. As an entity participating in the Statewide
Discipline/Industry Collaborative for Business/CIS Education Mini-Grants
program, the undersigned hereby acknowledges the State Systems Office
shall hold all ownership rights to materials produced under this Collaborative
and the undersigned agrees to irrevocably convey any claim of ownership
to such materials to the State Systems Office.
